MAINTENANCE MECHANIC
GENERAL STATEMENT OF DUTIES: Coordinates and participates in the safe maintenance and repair of equipment associated with wastewater treatment plant, sewage and storm pump stations, collections system (storm and sewer), lagoon facilities, and other related facilities; does related work as required.
SUPERVISION RECEIVED: Works under the day-to-day guidance of the Lead Maintenance Mechanic, and general supervision of the Water Quality Administrator or their designee.
SUPERVISION WORK EXERCISED: None
TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.
- Inspects, troubleshoots, maintains, removes, repairs, and installs mechanical equipment at wastewater facilities. Designs, fabricates, and improves mechanical equipment.
- Plans, schedules, and performs work in accordance with preventive maintenance and asset management programs.
- Plans, schedules, coordinates, and communicates activities with supervisor, coworkers, and wastewater operations work groups. Prepares workplans in advance of tasks outlining work scope, safety measures, and impacts to stakeholders.
- Researches information for equipment repairs and/or new equipment or applications. Selects and purchases maintenance supplies. Assists in budget preparation process.
- Prepares scope of work for request for bids, proposals, and service contracts. Participates in bid and proposal evaluations, and design reviews. Dependent on project complexity, oversee, manage and/or assist in the progress of consultant and contractor related projects. Participates in the process to update Utility Master Plans.
- Responds to emergency calls during business hours and after hours. Must be able to respond to calls within 30 minutes. If situation warrants it, must be able to respond on site within 60 minutes.
- Responds to treatment plant and pump station alarms and/or any related failure to collection system operated and maintained by the city.
- Be responsible to be on call after normal working hours, weekends, and holidays per the schedule assigned by their supervisor.
- Revises, updates, and creates equipment manuals and records regarding equipment operation and performance. Maintains records and reports consistent with local, county, State, and federal requirements.
- Incumbents may be assigned primary responsibility for operation and maintenance of off-site facilities. Monitors treatment plant equipment and sanitary pump stations and ensures continuous operation. Performs work in alignment with requirements set forth by the Department of Environmental Quality.
- Assists and directs seasonal employees as needed. Cooperates with and assists other work groups in performance of tasks.
- Conforms with all safety rules and practices and performs work in a safe manner. Maintains job-site safety for self and co-workers and minimizes hazardous conditions.
- Locates city owned and operated facilities including storm and wastewater piping in accordance with Oregon 811 Standards Manual.
- Assists with the planning, scheduling and implementation of construction, maintenance, and operation and construction activities designed to provide a quality utility and infrastructure for the city, including wastewater, and storm systems.
- Assists in the training of lower-level employees performing the duties of maintenance, and repairs of utility systems. Performs all duties in conformance with appropriate safety and security standards.
- Must maintain positive and cooperative working relationships with city staff, other organizations, and the general public.
- Represents the City of Coos Bay by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regard everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
- Communicates well both verbally and in writing and works effectively with both internal staff and external contacts including consultants, regulators, and others.
- Serves as a member of various city committees as assigned.
- Assists other staff in the performance of their duties as assigned.
- Maintains regular job attendance and adherence to working hours.
- Operates a motor vehicle safely and legally.
DESIRABLE QUALIFICATIONS FOR EMPLOYMENT
KNOWLEDGE, SKILL AND ABILITY: It is anticipated that the Maintenance Mechanic have the minimum requirements under this section and “Experience and Training”.
Special Requirements:
- Must possess and maintain a valid Oregon driver’s license at time of appointment.
- Possess or have the ability to acquire an Oregon Commercial Driver’s License (CDL) Class A with a Tank Truck endorsement. CDL Permit must be obtained during the probationary period and full CDL license within one year of hire date. CDL must not show a code O Restriction. Preference if certified as a journeyman-level mechanic.
- Ability to wear hazard appropriate personal protective equipment.
Ability to become trained and certified in First Aid and CPR, Confined Space Entry, Public Agency Work Zone Traffic Control Class and obtain Flagger Certification, Hazard Communication, Personal Protective Equipment, Respiratory Protection, Electrical Safety, Energy Control, Fork Lift Operation, and Fall Protection.
This position is considered "Inclement Weather Standby" and depending upon conditions, may be designated as a "First Responder" which is considered essential personnel. Should this designation occur in the event city offices close due to inclement weather, etc., incumbent will be required to report to work for their scheduled shift, as well as any overtime or extra hours required. This position is subject to a rotating "on-call" schedule after training has been completed. Journey level millwright skills or equivalent education and on-the-job training in maintaining water and wastewater treatment or related equipment. Advanced knowledge of SCADA and DCS systems and ability to use these systems to monitor and operate water and wastewater plants and off-site facilities. Ability to use a computer to perform essential functions of the position.
Basic knowledge of engineering concepts and the ability to apply these concepts and construction practices to ensure the integrity of mechanical systems. Ability to read engineering drawings and interpret maps. Basic knowledge of equipment, facilities, materials, and procedures related to the operation and maintenance of a conventional wastewater treatment facility and biosolids management system and procedures and regulations pertaining to workplace safety, confined space work, and working in hazardous and potentially hazardous locations. General knowledge of how to evaluate and troubleshoot mechanical components to determine existing operating condition; standard practices, materials, and modern methods used in the safe repair and maintenance of wastewater equipment; repairing pumps and all treatment facility equipment; and OSHA industrial required safety procedures. Knowledge and understanding of work-related safety practices, OSHA and environmental rules and regulations, particularly in regard to electrical safety or work in confined space and hazardous conditions. Requires the ability to independently perform and train others in a variety of skilled and semi-skilled maintenance, construction, and repair work in the area of work assigned and participate with other specialist in related areas; operate a variety of vehicular and stationary mechanical equipment in a safe and efficient manner; read and understand oral and written instructions, diagrams, maps, and blueprints; use a personal computer to access and print maps and other printed material and to store field data; accurately estimate and record labor and material costs connected with work assignments; work as contributing member of a team, work productively and cooperatively with other teams and external customers, and convey a positive image of the city. Skill in operation of listed tools and equipment used in the operation and maintenance of a complex secondary wastewater treatment facility and related systems, including personal and control computers. Ability to establish and maintain effective working relationships with employees, other departments, and the public; and understand and carry out written and oral instructions. Work from ladders, boom trucks, or other raised platform devices, and work in confined spaces. Communicate well orally and in writing, particularly in the technical language appropriate to instrumentation and control systems. Wear a respirator and use other personal protective equipment. Physically perform strenuous work under varying environmental conditions. Be available and respond to emergency call-backs as required. Work independently with initiative and high standards of quality and productivity while following established safety procedures.
ESSENTIAL FUNCTIONS: An employee in this position must have the ability to read and interpret regulations; multi-task and complete work in a timely and accurate manner; work independently; communicate effectively orally and in writing. Must be able to develop and maintain positive cooperative team-oriented relationships with co-workers, supervisors, managers, and other they come in contact with.
EXPERIENCE AND TRAINING: Graduation from high school or GED equivalent and three years’ experience in water/wastewater equipment maintenance and repair; or three years’ experience as a journeyman level maintenance mechanic or millwright involved in electrical and mechanical maintenances; or two years’ experience and an associate degree in a related field; or any satisfactory equivalent combination of education and experience.
TOOLS AND EQUIPMENT USED: In the performance of job duties, the incumbent may use the following tools and/or equipment: multi-line phone system; personal computer including word processing, spreadsheet, database software, treatment process control system interface, and computerized maintenance management system; copy and fax machines; calculator; hand and power tools; welders; machine tools; hoists; heavy and specialized equipment; automobile or truck and trailers; and other related tools and appropriate personal protective equipment.
PHYSICAL DEMANDS: Incumbent performs work of an active nature requiring sufficient cardiovascular condition to carry out the job duties on a sustained basis. Requires the ability to stand for extended periods of time, walk up to 400 yards, and manipulate (lift, carry, move) light to heavy weights of up to 75 pounds on a regular basis; the ability to push, pull, and guide materials over 75 pounds; climb (e.g., ladders), stoop, kneel, and crouch on a regular basis; sufficient hand-eye coordination, hand and finger dexterity including ability to grasp, and operate demanding equipment. Requires auditory ability to hear machinery sounds and alarms; near and far visual acuity to read printed materials, video readings, and observe stationary and moving objects; speaking ability to carry on ordinary conversations; and the ability to work in extreme temperature conditions and on varying work hours.
WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee frequently works in high, precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration; occasionally exposed to risk of electrical shock; and will work in a variety of locations with varying hazards. The employee will be provided with appropriate safety training and equipment. The employee will be exposed at various times to hot or cold temperatures, high humidity, fall hazards, rotating or moving machinery, common electrical hazards and hazardous noise areas. In addition, there is the possibility of exposure to chemical hazards, biological hazards and laceration hazards. This position may be required to work evenings and weekends. The noise level in the work environment is usually loud. This position may be exposed to biological and chemical hazards, dirt, oil, grease, grass, pollen, noise and electrical or mechanical hazards. Entry into confined spaces may be required. The use of personal protective equipment appropriate to the hazard will be required.
